Trevor (James Bolam) and his girlfriend Jill (Barbara Flynn) intend to stir things up by being elected to the town council. During their run, a strange mystery unfolds before them when a dreamlike figure sells Trevor, a jazz enthusiast, some records. A mistaken exchange of goods sends Trevor and Jill in search of the mysterious woman who sold them the records. Their search leads them to uncovering numerous political scandals and meeting up with several eccentric individuals.
